Tube Driver clone: Low output volume?

Hi all, about a year ago I bought a tube driver board fully populated and assembled (sans switch and enclosure).  It works, sounds good.  The only issue is, the volume is barely at unity when on full blast (both gain and volume).  I've been reading that the output impedence of the 12AX7 into the tonestack might be loading it down too much... anyone else have this issue?  I'd love to box it up but a distortion/booster/overdrive that is less than unity is almost senseless.
