Advice on Shin-Ei build

Hey Guys, I'm not having muck luck on this one.
I started trying to build the one from GGG and it wouldn't work.

I decided to try an easier one and it wouldn't work either.

I'm not a happy camper right now.
I'm getting continuity and the resistors check out O.K and the caps seem to be charging. The transistors are passing voltage through them but the readings seem to change every time I take them.
I guess I just wanted to tell someone maybe that will help.

Are you confident that the transistors are oriented properly?

I tried them one way then the other and tried different ones.

I'm not sure what that means.  There ARE transistors where the pins are arranged C-B-E when you are looking at the flat side, rather than the E-B-C you are used to, but the 2C536 transistors the Fy-2 uses have a different pinout than that.  Looking at the flat side, they are E-C-B.  So, when you say "one way then the other", I am not sure if all you did was turn them around, or if you did something more complicated than that.

And when you say you "tried different ones", do you mean you tried different transistors of the same type/number, or different number transistors?  Are you certain that the ones you tried instead were also the same pinout that the board/circuit was expecting?

The number of ways that three simple pins can keep us confused never ceases to amaze and frustrate me.
