Pb&J mod switching problems

I have done ever experimentalist anonymous mod to my pb&J but the effects loop mod.
  I can't seem to get the on/off and short/long switches to work right. It seems pretty straight foreword  but it's not working . I have rehoused the pedal the in/out is grounded to the chassis if that affects anything and I don't have the anti bounce caps in yet. I can turn the pedal on/off and switch modes if I touch the wires with my fingers but not if I have them wired like in the schematic.
