This thing sounds kind of close to my BYOC MKII Bender if only I could reduce the base. Is there a way to apply a simple base cut or replace a couple caps to shift the tone knob range up?

  Try to find a signal path point in the circuit, inside the bypass switching, that way frequency cuts will only apply when in 'on' mode.
  Any small value capacitor in series with the SP should cut bass.
  No easy-mod spots ? Often the deal with modern effects.
  Try a small value treble-bleed cap over a large value guitar volume pot.
