Signal Routing box acting funny

So I just finished putting together a big switching box which has two inputs, one output, a tuner out, and one of the inputs has a loop selector. If I put jumpers from the sends and returns of the loops, everything works great. But if I put an effect in the loop that loop doesn't work anymore but the other does, and it does this regardless of which loop I'm using. The whole box is passive and all but one of the 1/4" jacks is grounded through the case (continuity tested fine) and one jack is grounded to the DC jack (only used for LEDs). The effect I was using is a TS-9 reissue running on a battery and it works fine if I go direct from guitar to effect to amp.  I also tried plugging from the send to the effect and then from the effect out straight to the amp and the problem is still there. This one has me stumped, I hope somebody here has some ideas.

Edit: Fixed it, I was the problem. I was using the sends and returns backwards.
