Liquid Drive Problems

Im breadboarding the liquid drive from fuzzcentral and am having problems debugging the circuit.

My voltages are way off

pin
1=8.3V
2=7.6
3=7..3
4=0
5=0
6=8.3
7=8.3
8=8.6

Still being a beginner I dont know exactly how opamps work but it seems there should be about half the supply voltage going into pin 3. Im getting the supply voltage.

Can someone verify the schematic on Fuzz Central.

It looks like the voltage divider is drawn incorrectly.

I've built off the schematic, and it's on my pedalboard. The only difference I made was using a OPA2132 (single OpAmp). That's about as much help as I can give you.
