Help me fix my rebote delay

This is really a continuation of a prev post but it got sort of clogged and i have some updates so here it is.
built a rebote 2.5. all stock (i put two 10 pf in series in place of the 5pf and 47pf in place of 51pf). I get a full clear clean signal when on but no delay. I probed pin 12 and i get a single delay signal. the repeat knob extends the delay time but not the number of repeats.
I have a new pt2399 chip but i am not so quick to swap it because i didnt socket it.  
Here are the readouts i got with a 78l05 regulator. I since put in the correct 7805 and will update the readout as soon as i get to it.
The battery was at 8.58V. at the input of the regulator it measured 8.05V. the output 4.27V
