Help with voltage check

i'm building the TS-808 clone from a schematic on GGG, and before plugging it in, i'm getting some strange voltages.

i've built it on a breadboard, without connecting pots and input/output jacks, and decided to check the voltages before connecting off-board components.

when i checked my Vr and Vinput from ground, i should be getting 4.5v and 9v respectively. i'm getting about 6v, and 3v from Vr to Vinput.

when i pull out the IC, the voltages look right (4.5 from Vr to both ground and Vinput).

does this mean the IC is bad? any other ideas to narrow down the options for what's wrong?

Edit: Nevermind. after repeatedly removing and replacing the IC, it eventually started working just fine...

While the IC may be OK, you should take note that breadboards get flakey with use. If that's a used breadboard, you may be having problems with intermittent contacts.

that makes sense, but this one was straight out of the package. working now, though, so i'm happy. sounds good, too.
