mockman 2.0 troubles

Just finished the mockman 2.0 and I am having some trouble. Actually 1 trouble I don't know what vref is supposed to be. Signal passes through the entire circuit, but I have low output and the only problem I can find is that vref is possibly too high on pins 3 and 5 of the opamp Vin is 9.81 on a regulated supply, and Vref is showing as 9.35 on the same pins. Is that too high a bias? could that cause low output ?

  Vref I think is created using 2 series, equal value resistors [divider] across the PS rails.
  This will provide a Vref = 1/2v of supply [4.5vdc if 9v battery].
