Eagle Panic!

Can somebody explain how to fix this without wrecking my .brd file? On layer 20, dimension, the dimension wire at the bottom is missing?!? The fab shop says it needs to be there, duh, so they can make my board. I didn't notice it wasn't there til they replied and I don't know what I did to cause it. Please help!!!

Quickest way is probably to copy the top line. Otherwise, in general, you can draw (e.g. using the Wire, Arc, Polygon, Text tools) on the Dimension layer just like any other layer, just select it in the drop-down menu.
