Fuzz Central McCoy Wah. Please help me get it running.

I built the McCoy wah with the added output buffer but it's just not working the way I'm sure it should.  I used the Halo inductor, a Fulltone wah pot, and a DPDT switch for true bypass.  Other than that, everything is exactly as the parts list calls for.

One problem is that it doesn't seem to utilize the full range of the pot.  If I take the pot from it's bracket and twist it with my hand while I hit my guitar strings, it will give more of a response but only on the unwound strings.  I know that sounds really odd but it's true.  And there seems to be a really flat sound rather than the vocal-like tone you expect from a wah.

I got the pin readout from the transistors if that helps at all.
Battery= 8.74
Q1  E=4.43
      B=0.68
      C=4.43

Q2   E=2.97
       B=3.45
       C=8.41

If anyone can advise me on how to get this wah working I would be greatly obliged.  It has been built for a couple of years and I have come back to it a few times but I'm just not getting anywhere with it.
