yeah i got it working. i had a solder bridge to ground. it was impossible to see. i found it only because i knew it couldn't be anything else. if you get the dry signal and you know your chip is working then your wet signal is going to ground somewhere.

Where did you have  the bridge to the ground? I have the same problem - no delay, just dry signal.

If i remember correctly it was between the 1k resistor and the .1 uf cap at the bottom left (looking from the parts side bot right from solder side) of the tonepad board. Thats the one coming from pin 6 of the pt2399.
