Renegadrian PT2399 LoFi Delay build question?

I was searching around and found this guy who appears to have used the second Get Lo Fi design and made a schematic. I'm still puzzled from a circuit perspective why the knobs need to be turned all the way to start it. Anyone?

The pt will lock up without a 1k on pin 6...if there is nothing,e.g that 1m turned off...it will lock up.

put a 1k after the pot and my guess is it should start everytime.. Breadboard it first though.

The pt doesn't like being at its fastest delay...it might work while tinkering, but power it off and power on....zilch delay.
