PT80 Strange Voltages???

Just finished a PT80 from GGG. Was checking my voltages according to JD's build reports and I see some not-so-good results and could use some advice. Here are the voltages:

MAX1044-
Pin1) 9.08V
Pin2) 7.5V
Pin3) 0V
Pin4) 4V
Pin5) 4V
Pin6) 7.4V
Pin7) 7.4V
Pin8) 9V

5V Reg-
Top edge of PCB) 7.54V [Should be 16V]
Middle Leg) 0V
Bottom Leg) 5V

12V Reg-
Top edge of PCB) 6.07V [Should be 16V]
Middle Leg) 0V
Bottom Leg) 6.07V [Should be 12V]

TL072-
Pin1) 3V [Should be 6V]
Pin2) 3V [Should be 6V]
Pin3) 3V [Should be 6V]
Pin4) 0V
Pin5) 2.8V [Should be 5.5V]
Pin6) 3V [Should be 6V]
Pin7) 3V [Should be 6V]
Pin8) 6V [Should be 12V]

PT2399-
All voltages are within JD's specification.

SA571-
Most pins are within JD's specification except the following:
Pin6) 5.3V [Should be 6.5V]
Pin7) 5.3V [Should be 6.5V]
Pin10) 5.3V [Should be 6V]
Pin11) 1.6V [Should be 1.8V]
Pin12) 1.6V [Should be 1.8V]
Pin13) 6.1V [Should be 12V]

I have not played this unit yet however, I suspect that it will not work due to the voltage differences (I check these ALWAYS before first use!)

Basically, I do not know if it could be the MAX charge pump (since JD did not put any voltages in the build report) or possibly even the 12V regulator. ANY IDEAS OR THOUGHTS WOULD BE APPRECIATED!!!

Attention....Attention...

Found out that the Maxim 1044 Charge Pump was defective. Replaced with a new one and the voltages snapped back into tolerance. One for the archives.
