Unwanted Noise on my PT-80

Finished my build on the GGG PT-80. Plugged it in and noticed a really bad hum on the line. I have read through the archives and there is no clear fix for this problem. Most of the posts say that the hum is only there when NOT PLAYING. The hum (from my wall wart) is there even when my guitar is not plugged into the pedal! Normally, this is not that big of a deal for me however, this hum seems to be "shapable" by the pedal itself! When I change any of the pots, I can hear the contour and shape of the power hum changing just like it is the guitar signal.
Is there any way to eliminate this hum from the wall wart? I have another PT-80 build that I plugged into the same wall wart and the hum is there (not as pronounced) but it is not controllable by the pots.

After scouring the archives, I did find some posts regarding "ground loops." Could someone elaborate on this? Also, any other ideas on where this hum is coming from and how to eliminate it?
