TOCT bias help

I need help biasing the transistors on the GGG TOCT http://www.generalguitargadgets.com/pdf/ggg_toct_sc_improved.pdf?phpMyAdmin=78482479fd7e7fc3768044a841b3e85a.
I think the problem is with the 820k resistor on the base of q1.
My question is how then do I bias the transistors? Which resister values do I need to change to get a proper bias?

Here are my voltages:
Q1:B 2.97 C 4.05 E 3.17
Q2:B 3.17 C 8.91 E 2.68
Q3:B 2.68 C 4.71 E 2.03

A side note: I used half value carbon comp resistors in series because i read somewhere that it produces better sound. I think that might be where the problem lies. I will post pics if I can once its working to my liking!
