Another Dodgy Bad Stone Build...

Just had a layout made up for the Bad Stone Phaser and a Proto Run of Boards made for it but of course, there's problems...

I haven't actually gotten round to building mine up but the member that has, is getting a slightly dirty signal, odd voltage readings and of course no phasing.

Voltage Readings from a 8.5V Battery, First Obvious problem, only just under 6V getting to the Op-Amps, without them in, Get Correct voltage, as they go in, the voltage drops down...
IC-3 Looks suspect to me aswell, shouldn't it have simmilar readings to the other Dual Op-Amps?

Resistors R3,4,38,39,50 have been checked for value (Co-Inciding with this schematic - http://topopiccione.atspace.com/pjimages/EHBadStone.sch.gif ) Otherwise the voltages look within reason for bias, except the issue of low voltage.

I can't think how to post the layout for this though... it's a 4-Layer Express PCB File, I know that's gunna make it hard but I thought someone might be able to take a guess.
