tremulus lune LFO problem

I have a commonsound tremulus lune that is not working. I know, I know, I should follow the posted instructions but I've narrowed it down to LFO section..... I think.
The LED of the homemade photo coupler is not blinking which seems to indicate that there is a problem in the LFO. The LED lights up, barely, but does not pulse. I measured 1.8 vdc there.
This is one of the early (2005) non PCB versions and I've checked that everything is where it should be and that the caps are oriented properly. all the pots are correct and wired correctly. I've also tried new opamps but no change.
Does anyone have advice as to where I should be looking? I'm thinking that it might be worth swapping out the 2 10mf caps as they are the only other thing I can think of that may be suspect.

The LFO could be not oscillating due to plenty of reasons.  The usual things like a bad solder joint, solder bridge, wrong component, bad component could all cause this to happen.  What are your voltages on the TL072?  That can tell a lot.

I'll try and get some voltages tonight. After talking to a friend here at work, I'm thinking the speed and depth pots might be wired wrong. I've searched for info about this but nothing I've found so far is very clear.

I haven't recorded voltages yet but I'm thinking it's something to do with how the speed and spacing pots are wired. Does anyone have a clear diagram of how this is done?
To re-cap, I've checked all active components and they are functioning. I've examined the PCB with a magnifying glass and there are no solder bridges, cold joints, or anything dodgy going on there. I've checked all the pots in question and they are fine too.
This one is driving me cookoo.
