When the tube (in this case, a 12AX7) datasheet states that the heater voltage needs to be 12.6V SERIES or 6.3V PARALLEL..... What does that mean?

The 12AX7 tube heater taps are pins 4 and 5 with a center-tap at pin 9.

Each of the two triodes in a 12AX7 needs 6.3V on the heaters. If you are using a 12.6V heater supply, connect the heaters of the two triodes in series, or connect the 12.6V to pins 4 and 5. If you are using a 6.3V heater supply, connect the heaters of the two triodes in parallel, or, connect pins four and five together and connect the 6.3V to pins 4/5 and 9.
