That would control the volume going into your effects loop. Your effect that goes in the loop probably already has an output volume knob, so that way makes more sense to me.

Does anyone have info on the Payback V2? I can only find info on the V1 and 1.1 but have a student wanting to create a similar circuit for a class project.
