Boss OC-2 bypass issue

I recently picked up an OC-2 lately for cheap, I've messed with them before and always preferred the chaos of a Blue Box so I've never owned one.

My problem with it is that it's default when I power up my board is ON, I'm of the opinion that no effect should turn itself on unless I tell it to.  Is this common to this pedal?  Every other Boss pedal I've ever owned defaulted to Bypass when powered up.

My OC-2 and GE-7 do this as well.  I may be wrong, but I think the solution is as simple as swapping the "in" and "out" jfets that handle the switching to the flip-flop circuit.
