My Marshall Guv'nor has almost no output

I picked up a Marshall Guv'nor II from a guy for 20 bucks. One of the things wrong with it was that the output on the pedal would randomly drop and then pick back up. I also noticed that the LED would flicker and stay on regardless of the position of the switch. Being a bear of very little brains, I decided that I'd take a stab at resoldering it to see if that would fix it. I went through and reheated every lead on the back of the board, and let it cool for a bit. I also removed C22, after being told from various places that it would give the high end that the pedal lacks.

Reheating the joints fixed the problem with the LED, but now the pedal is only giving me a tiny bit of output when engaged. I literally have to crank the pedal and even then I only get the faintest signal. When disengaged, the bass sounds fine, so I'm assuming that it's not a problem with the jack or switch. I'm tempted to simply go through a second time checking each soldering joint, but I thought I'd ask here first. The LEDS that serve as diodes are both lighting, so it is getting signal to the board, it just seems that something is missing somewhere in between. Could this be the result of a short somewhere possibly? Did removing C22 have anything to do with this? From what I saw, you don't need to reconnect the two terminals in the board, but I could be wrong.

I suggest getting a schematic and then using an audio probe to trace the signal thru the circuit.
