Need help with scratchy rotary switches

I've used rotary switches in a couple of effects instead of a stomp switch. But when I turn the effect on and off I get a scratchy noise. No pop, just that little scratch. I tried different switches, Make Before Break and Non Make Before Break. But it's always the same? I know you can add pull-down resistors to help with the pop problem........but what about a scratch problem?
