NOS and used submini tubes...

I recently won a couple of auctions for some 6112 and 6021 valves on ebay... They were listed as NOS and even described as "New, Old Stock" in the description. Now that they have arrived I can see that the leads are only about 1/3 of the full length and most of them still have solder on them from being used... I contacted the seller and he offered me a full refund but I was wondering what the consensus on used tubes is. How much of a possibility is it that they might be worn out already? How can I test them? Am I wrong in my definition of "new, old stock?" Thinking that they would be brand new, just very old...  :-[

I would expect 'New Old Stock' to be just that - unused, but recently unearthed.

At least the seller was decent about it...
