I found this layout for the ts808 hardwired but confused on what vr mean. Where do the wires go that are labeled vr?

Brymus

vr usually stands for Vref ,sometimes called bias voltage.
On a 9V powered pedal like the TS this is 4.5V.
This is usually (on the TS) two 10K resistors in series to ground with a 47uf cap connected where they meet.
This will come right after a 100uf cap and possibly a diode right off the 9v source (usually taken from the DC in jack)
The two 10K resistors from a voltage divider splitting the 9v in half to 4.5v
Sometimes schematics will use diferent kinds of arrows for V+,Vref, and ground.

So in the layout below both vr wires go to ground Right?

Looks to me like they should connect to each other. VR in the bottom right is connected to a potential devider and will be the source of your Ref Voltage and VR in the top left is biasing a transistor with said voltage.

Like he ^ said, while I was busy typing.
In that layout R9 and R10 are forming the voltage divider for Vref.
By connecting the two aqua marine colored wires( vr to vr )on that layout everything will recieve its bias voltage via the piggybacked wires that connect at those two spots.
C7 should be your 47uf cap and C12 your 100uf cap.
The red 9V wire at R9 will connect to your battery or DC jack.
The other two red 9V wires should be connected there (at the top of R9) as well.
The ground wire should connect to the sleeve terminal on your stereo input jack.
The ground wire from your power source should connect to the ring terminal of your input jack.
And the input and output wires should go to your bypass switch/ing.

Ok Got it now. It would have just been as easy to connect them together on the layout everything wake was connected. But live and learn I guess.

Butalso another question why on other ts style layout like the ts9 and Maxon one why are the 9v going to the outer lugs of the transistor where this 808 has them going in to the middle lug. Does it matter or is it just a different way to wire it up?

Transistors have 3 legs, collector, base and emitter, that's what E, C and B stand for on that layout. Not all transistors have the legs in the same order, that layout is designed for transistors where the order is BCE, the other layouts you've looked at are probably designed for transistors where the order is CBE.
Check the data sheet for whatever transistors you are going to use, this will tell you which leg is which, and connect them so E, C and B go to the right places on the layout.
