There's something wrong with your wiring or you're measuring the voltages incorrectly. The emitter of Q1 is connected to ground so, even if everything else on the board was wrong, it's impossible to have anything other than 0 volts there.
Double check your wiring, make sure there's continuity from the emitter of Q1 to you battery negative. Then measure from the emitter of Q1 to the battery positive, that should give you 9 volts. Once you've got that far hopefully it will work or you can start debugging the board.

To measure the voltages you should be putting the black lead of your meter on battery negative and then probing the points you want to measure with the red lead.

Just to make sure as I'm new to electronics and self taught when you say power rails you mean the traces correct? Form what i interpreted from what you said is. To put one of the test probes to ground and the other on the traces. I'm i right? Sorry for my ignorance  :icon_redface:

Yup they where pluged in.  Thanks for all the help guys

at first I wasn't sure if this was a positive or negative ground circuit ... but I see now that you are using NPN transistors according to the second layout you posted ... which would indicate a negative ground.

The "power rail" would be the positive battery lead and ground would be the negative battery lead. If you have continuity (a direct connection between them) then there is a place on your board where something was either mis-wired or where two or more traces that should not touch are touching due to solder overflow etc.
