I ran two battery snaps in series to get 18 V for more headroom but I don't want to rely on the batteries.
Therefore I need a power adapter. Someone offered to sell me a voltage doubler for $25, however....

MF sells this for $17.89

The current draw on the pedal is 5.5ma according to the pdf instructions: http://docs.google.com/viewer?a=v&q=cache:8Q_Jl2gnMKIJ:buildyourownclone.com/compressorinstructions.pdf+build+your+own+clone+compressor+pdf&hl=en&gl=us&pid=bl&srcid=ADGEESiHINhjWKdG-6oLs8AwIvSlEMWyOdbH4R1vH111VUYpeLVTxeIhOgbEesRBgyHOar2VsWiiaAkdgxCJILN_dDXOmf1DD7D0_wqp04OzPtm6acy7W4gk2jrRTPRiP3lURYKDzgrd&sig=AHIEtbQJeQbs2ZT0XM1bh6ET7jcHCtSHZg      Page 23

So the ECB-004 would work fine right? Are there any power supplies that are cheaper?

You build build a charge pump cheaply and use a standard 9 volt supply.
If it ain't broke...   ...it will be soon.

where can I find the schematics and components list for a charge pump?

The simplest "proof of concept" execution with parts that you shouldn't have any trouble getting: http://www.google.com/search?q=555+voltage+doubler&ie=utf-8&oe=utf-8&aq=t&rls=org.mozilla:en-GB:official&client=firefox-a

Or a more dedicated IC for this that is pretty popular though a bit expensive (around $2.5 per chip): http://www.maxim-ic.com/datasheet/index.mvp/id/1017
check pages 9 and 10 of the datasheet for how to apply it double the input voltage

Or another option is http://www.linear.com/product/LT1054
