Stage Center Reverb problem. Dwell knob acts as volume...

Hi..

Im building the Stage Center Reverb on perf board.

It seems to be almost working. I get the dry signal. However when i turn the Dwell knob clockwise, it just acts as a volume control.
But the reverb tank output seems to be working, cause when i tap the tank i hear a sound, and the Mix knob alters the volume of the reverb.

Where should i look for error. In what part of the layout?
