ggg big muff (green russian) grounding fault?

Hey guys, I'm new here and generally new to building (although I've modded a Vox wah before). I've got the EHX Big Muff kit from GGG and I'm attempting to build the green russian version.  Using an audio probe and a MM, all the voltages check out, and I can hear nice fuzz tone coming from the various components.

Reference schematic from GGG:

Now, I *think* I have isolated the problem, but I could be wrong: At the collector leg of the Q4 transistor, I see 4.0V, and I see that on the corresponding terminal of the C13 capacitor.  On the other side of the capacitor, however, the one that leads directly to the Volume pot, I see 0V. I replaced the capacitor (in a moment of desperation) to no avail.  I think there's something wrong with the ground on my switch, I guess, because I don't get any bypass signal at all.

On the topic of grounds, in general, all my grounds are leading to the ground terminals on the PCB just as the wiring diagram describes, but I coulda swore that at one point while using my audio probe, the signal wouldn't go through the probe unless my hand was touching. Then a moment later, that problem wasn't there. There's a short somewhere, I guess, but I'm getting to that frustrated stage, so here I am.

If i'm following you right, you are measuring voltage on the capacitor off the collector of Q4.  You should have voltage on the collector side, on the other side (to the effect output) you should have 0v.  The capacitor is there to block the DC voltage from the collector from passing in the audio signal.  So that's working right. 

Try isolating the circuit from the switch.  If the effect works fine without the switch in place, then you know where your problem is.

What exactly IS the problem? You don't specify. Again, the other side of that capacitor should be 0 volts.  Maybe try explaining the problem, post Tranny voltages , etc...

Thanks for both of your replies.

The problem, right now, is that there's no signal. Bypassed or with the effect engaged. I removed the switch from the circuit, and there's still no signal. I had gotten fuzz output from the audio probe, so I believe my onboard wiring is okay.

Transistor readings:
Q1 => E(.13) B(.67) C(4.16)
Q2 => E(.13) B(.80) C(4.16)
Q3 => E(.12) B(.66) C(4.08)
Q4 => E(.85) B(1.3) C(4.06)

Take a look at the right upper part of the pic.  From the GGG website http://www.generalguitargadgets.com/pdf/ggg_bmp_grus_lo.pdf?phpMyAdmin=78482479fd7e7fc3768044a841b3e85a
"L" which I believe is the effect output (to the right of the power sourse 9volt) there is nothing attached. Between the 9volt power source and the muliple ground area at the right of the board (R27)
