Tube Screamer whine??

Okay I breadboarded beavis's tubescreamer project and liked the sound i was getting so much that i comitted it to pcb. all good threw together a layout from his scheme and made the board, but after populating said board I lost all the magic. all it does now is whine in a quite horrific manner no signal passes or anything. My pin voltages are fine no solder bridges or traces touching or any other foolishness, what could be causing this? ???

Maybe this is a good thing. Tubescreamers are dime a dozen. Perhaps you should package it up, name it Signal Generator, or Oscillator, or Oscillating Generator, and sell it on the market.

Power supply bypassing and ground wiring are where I'd look first.

And while you're at it, don't forget to check C4.
Making sure it's connected properly, and is valued in pF, NOT nF or uF.
