EA Tremolo debugging help.

Good morning everyone,
I am hoping that I can get some help with an EA Tremolo that I can't get to function. It was built from this schematic http://www.runoffgroove.com/eatremolo.html
I don't get any effect at all, only static.

Incoming voltage is 9.02.
Q1: NTE490 (replaces BS170)
D= 8.73 
G= 1.43
S= .08
Q2: J201
D= 0
S= 0
G= Fluctuates
Q3: 2n5088
E= 0
B= .60
C= Fluctuates
47uf = 0v on the neg/9.02 on the pos.
22uf = 0v on the neg/ 07 on the pos.
Pots: Vol. = 100k A, Depth= 250k B, Rate= 100kA
The pulsing LED varies in speed when the "Rate" pot it turned. The "Depth" pot doesn't do anything at all. The Volume works, it turns my static up and down beautifully. ;D
Since it's on a breadboard, I tore it down and re-built it 3 times, same result each time. (Is that the definition of insanity?)   Any help or suggestions will be greatly appreciated.  :)

Adjust "trim" to get D near half-voltage.
