DOD 440 trouble

Hey everyone, I'm fairly new here, been reading and learning for quite a while though. I'm in the process of building a DOD 440 clone, the envelope filter, using the schematic here:

I made the pcb for it and got it loaded and hooked up to in/out jacks and +9v, but I'm not getting any effect. There is a signal in the bypass mode, but not with the effect engaged. I've used my audio probe on it, and the signal starts to exhibit a high pitched whine after R1, and after the first half of the opamp the signal is gone and all I get is interference. Turning the range pot modulates the frequency of the whine when I'm using the audio probe, but I'm not super familiar with the ins/outs of the envelope filter so I'm hoping someone has run across this before and knows what is going on here.
