Problem with PEZ 90 Phaser

Hi

I've just built my first project from scratch a PEZ 90.  I have got it working in as far as when I turn the rate pot I can hear a phasing sound but it's not modulating. When I stop turning the pot it stops the phase effect. It's like the clock that modulates it is not working.

Can anyone point me in the right direction please?

All sorted now and sounding very fine.  I'd used a non eletrolytic cap by mistake! doh!
