PT2399 sputtering

Im building a rebote 2 and came across some sputtering on the pt2399.  I breadboarded it the other day and she was fine.  It would get noisy at the extreme delay/time knob settings but was pretty quiet.  Then Blamo it started and hasn't stopped since.  Tried trouble shooting: Changed chips, rebuilt the whole circuit, changed bread boards, you name it.  Since it was quiet when I originally built it.  I decided to use the Tonepad layout and just build it.  Etched my board and all that.  Built it up and lo and behold same problem!!!  With different parts on the PCB.  Do you think it is wall power related.  Plus really trying to get as long a delay as she can stand, with a balance of noise/delay.  Im using the 100K pot with a 150K resistor on lugs 1+3 for the total 60K resistance.  It does this all the time no matter where the time pot is positioned.  When blended to the dry sound 100% it is dead quiet.
Any tips or tricks. 
Looking to get my delay on everybody!!!

What voltage regulator are you using? Have you checked it's giving out 5V.

7805 and yeah it's giving 5volts.  Wondering about Digital ground ref versus 9volt ground ref.  Does that help?  Not that its implemented in the pcb layout I used though.

When you say "sputtering", what exactly does that mean? Random dropouts of delayed signal? Glops of noise? Other?

Are *all* the parts new and different between builds, including pots, jacks, and wires?
