Sansamp Classic question

I made this using Gila_Crisis layout, and it works. But the distortion is low, and fizzles out a the end of a note. I measured the voltage on the first IC and seems the voltage is off. I get:

pin 1 4.381v
Pin 2 4.58v
Pin 3 3.67v
Pin 4 0v
pin 5 4.34v
Pin 6 4.38v
Pin 7 4.41v
Pin 8 7.93v

I thought I read somewhere that the voltages should be close to ech other per stage. So oins 1 thru 3 look off. Does anone know if this woud be the problem? Has anyone measured their voltages?

The pin 3 voltage is probably correct. Because it comes from a 1Meg resistor, it will be over 4V when not measuring, drop about 10% when you poke a voltmeter at it.
