Rebote 2.5 stopped working

I recently made a Rebote 2.5 with a daughter board that included the taptation stuff and a buffer for an effects loop. The pedal worked really well, beautiful delay, the taptation worked, the and the fx loop worked. Then all of a sudden, I got no more delay. After hours of debugging with no result, I took off the daughter board and isolated the rebote to see if the problem was my daughter board. Still, the Rebote on its own produces no delay. I audio probed it and got the delayed signal on pin 12, but nothing from pin 14. Here are my voltages.

I've changed all the filter caps, remelted everything, I'm just lost as to what to do next (except try another PT2399, but I am hearing some delay on pin 12 and I don't really want to order another chip if its not going to help).

Pin14 of the PT2399 is well out to lunch... almost at Vcc for the chip. This might imply that a component connected to it has failed. I'd look at replacing all components connected to pins 13-16 as far back as the feedback pot and then, if that doesn't work, try another delay chip. Remember to use extra flux when removing components - this will enable you to get them out quickly and avoid frying (literally) the delay chip and the PCB tracks.
...you fritter and waste the hours in an off-hand way...

Thanks so much for the reply. I will start replacing those parts. I have the pt2399 socketed, so I'll just remove it while I replace the other parts to avoid the frying the chip. I have already fried and lifted some of the eyelets replacing other parts, so I clearly need the advice on getting things out quickly and cleanly.

So I changed out the pots and resistors from pin 13 to 16, back to the feedback pot and I had no change, so I ordered a new pt2399 from small bear today. I hate paying shipping for one item, but I have to get over it. Thanks for your help.

So I got the new pt2399 yesterday and I just put it in and my voltages look normal. I can plug a guitar into it until later, but here are my new voltages for the PT2399

I'll post an update after I try it out. Thanks again for the help, I would have waited forever to order a new chip, its never the components' fault when I make pedals, it's always something I did wrong, so this was surprising.
