Ok heres the dumbest question i ever asked
In the topopiccione schematic neither Ic pin 8's appear to be attached to 9v or are they just assuming its a given?

Not a dumb question at all.  Schematics tend to be inconsistent about providing all the details, with some omitting things that may not be obvious to novices, and others being more comprehensive.

And in some instances, the circuit may be deliberately noncommital about some things, as opposed to simply negligent, forgetful, or incomplete.  For instance, if it uses opamps, it could function on a bunch of singles, a dual and some singles, a quad, a pair of duals, and so on.  In those instances, the drawing may stay away from labelling pin numbers or assuming any particular device usage, in service of leaving it as generic as possible.

Elektor magazine even went so far as to adopt the TUP-TUN-DUG-DUS nomenclature (transistor-universal-PNP, transistor-universal-NPN, diode-universal-germanium, diode-universal-silicon), and not even label components in drawings more specifically than that.

But your instincts are right; pin 8 on both chips goes to V+

leave one as a trimpot on the board, but make one of them (T2 - the one for the higher of the two filter sections) a 10k panel-mount pot.  Trust me, you'll appreciate it.  making it accessible will allow you to adjust the stagger of the two filters, permitting a variety of other sounds, in addition to the stock BB sound.

You can also consider ways to alter R7 (330k).  This will set the decay or resettling time for the filter sweep.  With 330k, it takes a little while to decay, which is okay for rhythm strumming.  For a more synth-like sound, consider dropping it to 100k, or even 47k.  Alternatively, replace R7 with a 1Meg variable resistance in series with a 47k resistor, OR, stick a 1M resistor in place of R7 and use a 3-position toggle to put a 470k or a 100k resistor in parallel, for 3 different decay-rate  settings.

There's a lot more you can do, but we'll leave thigs simple: sensivity, filter stagger, and decay time provide a lot more sonic flexibility with very little modding needed.

to be honest this boards a pita to do. I've been at it for hours.
Mind you it's been a long day at work too.
