Rocktek ADR-02 Noise Help

So I just picked up a Rocktek ADR-02 delay, and it sounds great. But the last third of the delay time knob causes a high pitched squeel - something like that squeel we are familiar with from the rat pedal. Especially if the capacitor to ground at the input is too small. It's not overwhelming, but present and gross. Any ideas what to do? I'm handy with a soldering iron. Replace the caps? New BBD chip (Probably won't spend the money).  Is this just what I get for buying a second-rate delay pedal?

And anyone own the Biyand Ad-08? If this doesn't work I'm looking at it as what may be a solid cheap possibility for some BBD short delay...
