Russian Muff troubleshooting

Hey guys, I need your help on that Big muff I've built, using this vero layout : http://tagboardeffects.blogspot.co.il/2012/06/ehx-green-russian-big-muff.html.

The Bypass works, But when I turn the effect on there's no distortion at all. The volume and tone knob work.
Checked the Transistors' voltages and it's about 7-8v (which is twice the value it should be).
Any Ideas?
