Orange squeezer debug help

The orange squeezer is one of my first projects on perfboard from the tone pad layout. I've done quite a few on pcb and breadboard. It kind of turned into a mess. The voltages at the ic appear to be correct but q1 has no voltage at any pin. Q2 gets about 8.8 at the drain and about 1.1 the source and nothing at the gate. Where should I start looking for the problem?

The debugging thread is valuable for far more than "just measure the voltages".

A quick continuity check revealed some incorrect wiring. Will debug more thoroughly next time. Thanks.
