help - boss ge7 no DC from jack, battery only

the DC jack is not passing full voltage to the circuit.  It drops to 3v.  the pedal works with a battery, and the dc plug interrupts the battery, but this working boss spa supply can't light up the pedal.  supply works with other pedals.  the  DC jack was corroded and black, so I replaced it with a small bear which is doing what it's supposed to.

diodes are testing ok, voltage hold across the 100u cap when on battery, zener holds at 5.6 when on battery. The battery doesn't seem to be facing an unusual loading - it's not draining. this thing worked a few days ago, and has never seen a reverse supply or another voltage.
Oh I need this tomorrow so badly.  I have angered the gods.  Any hints?
