Debug MXR 6 Band EQ

I took readings on each pin of the four IC's in my MXR 109-3001-104 6B EQ.  I don't have a proper schematic, the few I've found on the web are all 7 transistor 103 board versions.  So I'll call the IC in the bottom left IC 1, the one to it's right IC2, and so on.  I've attached photos of the guts, and readings.  My 9v battery is dying, but it shouldn't matter much right? 

I think the problem is in IC 1.  Pin 3 reads .0.04v while IC 3, the same kind of chip (MC1458P), pin 3 reads 1.27v.  Can anyone confirm my theory?

I was using the wrong setting on my multimeter, so I've tested the IC's again.  The only strange reading I can see, and I'm certainly not an expert, is 4.3v, on pin 5 of IC 3, an MC1458P.  It differs from all the other pin 5 numbers.  The reading I got on the other pin 5's were all 6.1.  Could this be a problem?  I don't get any sound when it's plugged in to the amp.

After more head scratching, I realized I had to connect a guitar cable into the input for any signal to pass through, so I could truly read the circuit's voltages.  I was also measuring from the negative 9v wire on the jack.  The IC chips look ok now, and pin 4 on all of them are grounded, so it reads 0v now.
