I 'm looking to build a very simple vocal effects loop pedal, to run a delay pedal into a mic for live performance. All the existing products available have mic pre's built in, which I don't want. I will using the box in venues where the sound man will most likely be plugging me into a mic pre on a mixer.

It would need to have the following:

One XLR input for mic
One XLR output for PA system
One 1/4" input for effects send
One 1/4" output for effects return
On/off switch to bypass the effects loop

It needs to able to work with both dynamic and condenser microphones, so must be able to pass phantom power.

I have no clue how to build this, and I'm hoping someone can either help me out with a schematic or possibly even build the pedal for me.

You mentioned "mixing board" and "sound man"....

The way that it usually works is....a delay unit (or any other effect you might want to use) is connected to an auxiliary send and return on the mixing board.

Each channel of the board has an auxiliary return level control which is used to "mix" the amount of effect.

The soundman can turn effects on individual channels during "key" parts of songs such as guitar solos, or crucial vocal sections.
I just designed a new fuzz circuit! It almost sounds a little different than the last fifty fuzz circuits I designed! ;)

And usually you will need a preamp before you hook your mic up to an effect.

Effects are designed for instrument or line level/impedence and not mic level/impedence. There is a reason why all the available products have the preamp built in.

Your delay and mic will be happier if the preamp is between them.
