Newbie needs help!

Having some trouble with following this vero layout, I am unsure which way round the components should go (+/-) I can't seem to find the schematic is there any way you can tell from looking at the layout? Also if anyone can help with how to wire this to a 3pdt switch and add an indication led I'd be very appreciative thanks !

There isn't that much on that that has a particular way around. The things that do:

1) The chip. There's a faint white crescent at the top, representing the notch that indicates the 'pin1' end. Match the notch or dot on your chip with this.
2) The electrolytic caps. These are shown as blue with a white stripe. The white stripe usually shows the negative leg, so make sure yours match that.
3) The red LEDs. These don't have a direction shown, but from the comments, one needs to be one way, and the other the other way. Which is which doesn't matter.

That should get you started.
