I breadboarded mine with a JJ, and it worked fine.  My final build uses a 1970 Sylvania.

i ran into almost the exact described problem on the ares audio t-driver 2 i built recently.
for whatever reason, i found it would work if i jumpered the unused pin of the gain pot to the --sorry, i forget which, either the input or the output of the treble control. basically using feedback to increase the gain enough for the tube to function.
mine runs on 12vac but it's based on the same circuit. i ran a 5751 for the tube after trying a bunch of them.
if the jumper trick works, the tone control and gain become quite interactive and it gets a bit more of a high frequency edge. i found turning down the gain some and adjusting the treble control really made for some great tones.
not sure if this applies to this circuit, but it worked for me on mine.

i think paul's right, there just ain't enough get up n go at such a low voltage to make the tube perk up by itself.
