No reverb through reverb unit but springs make noise

I have just built a stand alone reverb unit based on a fender blues jr. reverb.  I have a normal dry signal and a signal of normal volume through the wet side of the effect, but I can't hear any reverb.  I do hear spring noise through the amp when I agitate the springs.  Anyone have any ideas about what is wrong?  I have attached tge schematic.  Thanks.

From your description, the reverb recovery part is working fine.  The driver part  seems to be malfunctioning in some manner.

If you have a meter that can measure AC voltage in the range of a few volts, you will want to put your probe at pin 1 of the TL072 and see if it shows AC voltage  when you provide audio input to the amp.  I suspect you should probably see a few hundred millivolts.
