This circuit is known to oscillate with certain pickups. Does your oscillation go away if you put a buffer between the guitar and the Hotcake? Your voltages look pretty good, and your build looks great so it's kind of a head scratcher..
You've got to love obsolete technology.....

I found the problem in a little resistor link on my breadboard that shouldn't have been there. The stupidest of mistakes!
Unbelievable.  :-[
Thanks so much to everyone for looking over it though!

CLARIFICATION: PROBLEM IS FIXED AND PEDAL IS WORKING AS INTENDED!
it's obviously fran blanche

I don't see anything wrong on your board except you have 68n where the layout calls for 56n.  I doubt that would cause problems.  The tagboard page says "Quite a few people have had issues with the circuit oscillating with presence and gain maxed."  Maybe shortening and/or moving the wires to the offboard parts will help.  Or maybe somebody else will spot an error I missed.
