1980s Stereo Memory Man Chorus Issue

I checked the 4047 and the LFO with my scope. The 4047 seems to be working properly. The LFO at pin 1 doesn't even display on the scope, the scope trace just blinks on and off.

As a guess, I'd say "blinking on and off" sounds like a square wave, not a triangle wave, and the top of the square might be off the top of your scope - what V/Div setting are you on? This could be a 15V square wave. I'm not quite sure how it'd oscillate in such a state, but I'd be suspicious of the components around the LFO.
