Help! Klon clone build problems.

I'm looking for help with an Aion Refractor kit (klon clone) build. Here is what I know I did wrong: (1) First off, I soldered the foot switch on to the wrong side of the PCB. (2) I had to desolder Cap 14 and relocate it after sticking it in the wrong spot. (3) I installed one of the sockets upside down. (4) I replaced a 15k resistor with a 10k. The LED comes on, and I have checked for ground faults and other soldering errors. Other than the major screw ups listed above, I didn't find any other obvious trouble.  Here are the numbers from the chips.  My numbers are in the left column. Aion's numbers are to the right.

I have triple checked the chips and they are in the sockets that correspond with the instructions.

I wonder if you are not getting the numbers of the pins correct.  For an 8 pin IC they go:

1   8
2   7
3   6
4   5

Your measurements make a lot more sense if you have mis-numbered the pins
