Just built.  When switched on, everything works correctly but when off and it should just be true bypass of the guitar signal... there is no signal.

Sounds like a switch wiring problem. Can we see a diagram of how you wired your switch and a picture of the wiring?

No wiring diagram or switch wiring schematic. Uses mini pcb board solder to switch and cables... very clever.

Well can I still see a picture? If the effect works but you're not getting bypassed signal then the logical solution would be something wrong with the switch.

Alternatively, do you have a multimeter to check continuity of the switch to make sure the switch itself isn't bad?

Kit or just the pcb? It's designed for switches with flat solder lugs. If you bought a 3PDT with square solder pins, then you can mistakenly fit it turned 90 degrees off.

Well said Jim, but in case of 90o rotation, there shouldn't work effect-ON either..

It is a kit and no possibilty of 90 degree switch rotation. 180 degree rotation yes, but switch lugs are not numbered and no instruction mentions unique switch orientation.

Any body have a schematic for these 9 lug switches?

If the switch is the problem, I cannot remove because it is soldered to a mini pcb board at all 9 pins. But there are cables I can disconnect to check for shorts possibly.

Hmmmm..... bummer because these are briliantly engineered,

Fixed it. Thought about this overnight. Removed the board holding the I/O jacks (just a mechanical disassembly) and it worked. Hence the board bottom was shorting out somewhere. Put in a cardboard insulator.

Cannot praise the instructions and assembly design of this pedal enough. A++

Glad to hear you like it and worked out the issue. I built one, but using the older version of the board, wiring the 3PDT straight to the board, and I absolutely love it. It sounds ace, and the bass control makes it super-useable.
